Find out what makes you 'tick' when you pull out the books. If you always need to have music on, or some candles lit, maybe the TV on (which I would not recommend at all), a bag of your favorite chips -- whatever it is, find out what you just cannot do your homework without.
Realize that homework, while horrible, doesn't last forever. "This too shall pass", as they say. And that dark cloud hanging over your head when you're watching TV or playing video games instead of doing that homework? Yeah, that'll go away as soon as you do finish the homework. When I had homework to do, and an older friend of mine was over, he would say, "The more non-fun stuff you do now (homework), the more fun stuff you can do later!" I guess you could call it delayed gratification. Now, in this 'fast-food' world, that can be a tricky thing to grasp, but it's true. Do it, get it done and over with, and you'll be able to go out and play in no time.
Remember step one? Did you find that special thing you can't do your homework without? Good. Now take it away. It's alright. I know, you're attached to it. Here's a paperbag to stop the hyperventilation.

Good. Now let me explain. For me, as an example, my 'currency' (as Dr. Phil would say) is music. I can't do anything without it, especially homework. I'm listening to my iTunes as I write this. I made the experiment so that I took away music from everything I did. No music playing when I got out of the shower, I changed my alarm to that annoying *beep* *beep* *beep*. Heck, I didn't even allow myself to go out and see the movie August Rush. However, I did allow myself to listen to music while I was doing my homework. If your 'currency' is, let's say, potato chips, and you eat them all the time, only allow yourself to eat potato chips when you're doing homework! You'll realize that the only way to get what you want (potato chips) is to sit down and do homework. I did this for two weeks, and I got more done than I had in a long time.
Reward yourself. No, not by eating more potato chips. That goes against Step 3. Go see a movie. (About potato chips! Er, kidding.) Go shopping, or go out for a nice meal, but only AFTER you've done all your assigned homework. If you're home schooled and you've got a stack of papers to last you through the term, each day, assign yourself 3 papers, or whatever seems reasonable, depending on what they're asking you to do. But always complete at least one paper. Your feeling of success will go up, I promise.
That's pretty much it. I hope my four little steps have worked for you, and that you, above all, have fun! Doing something that (yes) sucks can only be made worse by having a bad attitude. Whatever it is you're doing, have fun with it! After each question you complete, add another chip to that precarious castle you've been making out of them. When you're done the paper, knock it over. Or something! Just. Have. Fun! It's not always as bad as it seems!
