Paper snowflakes are easy to make. You just need a few sheets of regular 8 1/2" by 11" printer paper and a pair of scissors. Like real snowflakes, each paper snowflake is unique.
Make your folds. First, fold one corner down to the opposite edge, so that you end up with a folded triangle with an additional rectangle. Cut off this extra rectangle. Now, fold two corners of the triangle together. Do this one or two more times so that your snowflake will have a more sides once you unfold it.
Make your cuts. Now, cut a pattern into the paper along the long edge that does not show the fold lines. You may want to do this over a desk or trashcan, since you will be cutting a bunch of little pieces from the paper. Start with something simple so you can get the hang of how it will look when it's unfolded. Be careful not to remove too much of the paper holding it together, or it could fall apart when you unfold it. Be creative when cutting lines and small pieces from the paper. Keep in mind that because of the fold, any pieces you cut out will become twice as big. Each piece you cut will be repeated around the entire snowflake because of how it has been folded. You may have to make a few before you find a design that you like.
Unfold your snowflake. Especially if you have cut a complicated pattern, be careful when unfolding your snowflake. If you unfold it too quickly, the folded layers could get tangled and the paper may tear.

If you want to attach a hanger, just hole punch one of the sides, and thread a piece of yarn through the hole.
