There are many ways to make a costume for your pet. Some are very involved and require a sewing machine and quite a bit of skill. Others are not so involved and require only glue or tape and a little skill. Regardless of your skill level, you can make a great, unique costume for your pet. 
 
The first step would be to to do some research. Check online and in catalogs to get some ideas for the costume. You could even go to some costume shops to see what the costume trend for the year is. If you already know what costume you would like to make for your pet then you are ready to begin gathering the materials. 
 
If you have decided to go with a more complicated type of costume, you will need to purchase a pattern and some fabric and any other materials and supplies recommended by the pattern. Make sure you have a sewing machine available and that you can thread it and operate it by yourself. It will make things a lot easier if you have a large area to use as a workspace. Once you have everything set up you can begin pinning the pattern pieces to your fabric. Cut the fabric around the pieces and continue to follow the pattern instructions. Before you know it, you will have created a costume any pet would be proud to wear. 
 
A simpler approach to making a costume for your pet would be to use props instead of making a full costume. For example, you could make a clown costume for your dog out of props by buying a clown nose on an piece of elastic and putting it on over your dogs head. You could also make a simple colorful clown collar out of felt and just glue or hand stitch it together. It would be easy to make a clown hat with colored paper shaped into a cone and taped together, with a pom pom glued to the top and a piece of elastic stapled to each side. You could turn your kitty into a princess by making a cone shaped princess hat out of stiff pink felt and attach some tulle fabric to it with glue. After you staple a piece of elastic to each side, you can put it on your princess and her costume will be complete. 
 
When your pet is dressed in the costume you made, you will want to take some pictures to show it off. Try to find a pet parade in your area and make sure everyone knows you created the one of a kind costume your beloved pet is wearing.

I agree that numbers would be helpful. I think that putting a clown nose on a dog is extraordinarily dangerous. That is a serious choking hazard as well as a strangulation hazard.
