Select to magic wand tool to delete the background. Get all those little bits in the middle as well by holding the shift key and left clicking on them. Select Edit, then clear to delete the white background. Now go and turn off the background in the layers menu.
Using the move tool just click the tattoo and drag it on to the photo. Make sure that “show transform controls” is enabled. Now, hold the shift key and click and hold the top corner and drag it to resize the tattoo. Now, move the cursor just outside the bounding box and you will get a rotate icon. Rotate, resize and move the tattoo until it looks good.
Now change the opacity to help blend the tattoo in a bit. Last step is to add some blur so the lines do not look too perfect.
